Brian Kerr partnered Robbie Keane and Clinton Morrison in attack, while Shay Given was passed fit to take his place in goal.
The visitors made a perfect start as Damien Duff's fourth minute cross from the left to the near post was hammered into the roof of the net in superb style by Morrison.
Israel hit back with some strong pressure, but found few opportunities to test Given, although he did have to fist away a fierce Idan Tal free-kick.
Yaniv Katan fired an effort high and wide as half-time drew nearer, with Kerr's side holding firm.
After the restart, the home side continued to press, but were still unable to extend Given, Yossi Benayoun shooting over just past the hour mark.
Midway through the second period Katan shot straight at Given when well placed 12 yards out, while at the other end Dudu Awat made a smart save to keep out Steve Finnan's deflected effort.
However, just as Ireland looked to have done enough for victory, Benayoun played his part in setting up sub Abas Suan, who drilled a low right-foot shot beyond Given from 25 yards out to snatch a point for Israel.
