The game, which pitted Martin Jol’s underachieving Spurs first XI, including Irish record goalscorer Robbie Keane, against the Anfield side’s reserve squad, was unable to produce a winner in normal time.
Keane was particularly wasteful before his withdrawal by Jol, and sub Jermaine Defoe put the home side into what looked a surefire winning lead early in the second period of extra-time.
However, the visitors equalized from the penalty spot through Florent Sinama-Pongolle three minutes from the end after Freddie Kanoute was penalized for handling inside the area from a Liverpool corner.
That sent the match to a shoot-out, and both sides converted their first two kicks, Partridge squeezing his kick between the post and the outstretched arm of England goalkeeper Paul Robinson.
Kanoute then missed for Spurs – but Potter saw his kick brilliantly palmed onto the post and away by Robinson to keep things level.
However, Michael Brown lifted his penalty over the bar and Sinama-Pongolle was able to wrap up a dramatic victory for the Anfield youngsters.
In Wednesday night’s other quarter-final, the second XIs of Manchester United and Arsenal went head-to-head at Old Trafford, the home side coming out on top courtesy of a first-minute goal from David Bellion.
John O’Shea and Liam Miller both started for United, in their preferred positions of centre of defence and central midfield respectively, and both performed well in the win.
Arsenal’s Patrick Cregg, the Irish under-19 captain, made his second Gunners appearance as a 72nd-minute substitute for Swedish midfielder Seb Larsson.
