Ex-Chelsea boss Ian Porterfield and former Nigeria coach Clemence Westerhof had been called by the All Indian Football Federation (AIFF) to be interviewed but never showed up.
The official reason given for their absence was visa problems.
Both Kerr and Englishman Houghton will be interviewed for the position again today in Football House in New Delhi.
Kerr told an Irish newspaper yesterday that his extensive experience in European Football should help him adapt to Asian soccer.
The former St Patrick's Athletic boss also pointed out that he had coached teams in Japan and the UAE and had managed the Irish Under-20 side that finished third in the World Youth Championships in Malaysia.
Kerr was initially one of seventy applications for the Indian job. That figure has since been whittled down to eleven, then four, and now two.
The 53-year-old Dubliner parted company with the FAI last year following Ireland's failure to qualify for this summer's World Cup.
